10 To amend Title 12 of the District of Columbia Municipal Regulations to authorize
11 Special Signs in commercial, light manufacturing, and industrial areas within
12 the boundaries of Ward 5.
13
14 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
15 this bill may be cited as the “Special Signs Authorization Amendment Act of 2010”.
16
17 Sec. 2. Title 12 of the District of Columbia Municipal Regulations is amended
18 as follows:
19 (a) Subsection 3107.17.7 is re-designated as 3107.17.7 (a) and a new subparagraph (b) is
20 added to read as follows:
21 “3107.17.7(b) Authorization to issue permits for Special Signs in Ward 5.
22 (a) The District of Columbia Department of Consumer and Regulatory Affairs (“DCRA”)
23 is authorized to issue permits for the placement of not more than twelve (12) Special Signs
24 within the boundaries of Ward 5 in commercial, light manufacturing, and industrial areas such
25 as:
26 (1) Bladensburg Road, NE at Eastern Avenue NE to H Street, NE;
27 (2) Rhode Island Avenue, NE and Eastern Avenue, NE to North Capitol Street,
28 NE and Rhode Island Avenue, NE;

(3) V Street, NE from South Dakota Avenue, NE to Bladensburg 1 Road, NE;
2 Brentwood Road, NE at Rhode Island Avenue, NE to New York Avenue, NE;
3 (4) West Virginia Avenue, NE at New York Avenue, NE to Bladensburg Road,
4 NE;
5 (5) 9th Street, NE to Brentwood Road, NE;
6 (6) 12th Street, NE and Franklin Street, NE to Rhode Island Avenue, NE;
7 (7) New York Avenue, NE and Florida Avenue, NE to South Dakota Avenue and
8 New York Avenue, NE; and
9 (8) From 4th Street, NE and Florida Avenue, NE to Mt. Olivet Road, NE.
10 (b) DCRA shall give great weight to the opinion of the affected Advisory Neighborhood
11 Commission prior to issuing a permit pursuant to subsection (a).”
12 Sec. 3. Fiscal Impact Statement.
13 The Council adopts the fiscal impact statement in the committee report as the fiscal
14 impact statement required by section 602(c) (3) of the District of Columbia Home Rule Act,
15 approved December 24, 1973 (87 Stat. 813; D. C. Official Code §1-206.02 (c) (3)).
16 Sec. 4. This act shall take effect following approval by the Mayor (or in the event of veto
17 by the Mayor, action by the Council to override the veto), a 30-day period of Congressional
18 review as provided in section 602(c) (1) of the District of Columbia Home Rule Act approved
19 December 24, 1973 (87 Stat. 813; D. C. Official Code §1-206.02 (c) (1)), and publication in the
20 District of Columbia Register.
