Please see information below on how the New Visitor’s Parking Pass might assist your visitors with parking during their stay in the community . The pilot project procedures to follow were discussed by Mr. Harvey at last month’s (June) ANC5C meeting, however the information below will clarify the actual process that becomes effective in the next few weeks. Prior to receipt of the “pass” referenced below, please continue to seek temporary parking permits from the 5th District Police Station.

NEW Visitor Parking Pass for Ward 5 Residents.
1. The passes will be mailed the week of July 19th.
2. The most important features are: (i) pass is transferable to different vehicles unlike the MPD passes or a RPP sticker; and (ii) it is valid for a year instead of needing to obtain additional passes from MPD.
3. The pass is only valid during the hours of Residential Parking Permit (RPP) enforcement. In your Single Member District those hours are usually 7am to 8:30pm but there could be a few exceptions so I recommend that you check the signs when parking.
4. The `hidden code’ is the Master Address Repository or MAR. The MAR is a number assigned to every address in the District and DDOT as well as DPW use this number to track the passes. Based on the MAR DC government can determine the address the pass was issued to and if there are complaints we can take that address out of the Ward 5 database. The fine I referred to is for attempting to use the pass to get around the Registration of Out of State Automobiles (ROSA) law. If the bearer of the pass attempts to use it to abrogate ROSA then there is a $300 fine and the address will be taken out of the system.
