Mark Kaufman, Developer and Booker T. Washington Public Charter School for Technical Art submitted an Request for Offer (RFO) for the J.F. Cook and Langston School buildings at the unit block of P St NW.
The intent is to develop a campus between the two buildings. The campus would include a high school charter school as well as an adult education and vocational building. The adult education program would have day time and evening classes.
Developers reached out to ANC Commissioners and BACA President before submitting the RFO to solicit input. Developers will meet with the community before beginning the planning faces should they be awarded the buildings.
This is the process as outlined by the Department of General Services:
DGS hereby invites interested parties who are “eligible applicants” (defined below) to respond to this Request for Offers (“RFO”). Respondents are advised to thoroughly read this RFO. Nonresponsive offers will not be considered.
Pursuant to D.C. Official Code § 38-1802.09 (2007 Supp.)(the “Act”), the right of first offer must be offered to the following described entities (referred to in this RFO as an “Eligible Applicant”). An Eligible Applicant is an approved public charter school or a public charter school whose petition to establish a public charter school has been conditionally approved, under D.C. Code § 38-1802.03 (d)(2)(2007 Supp), as of the date Offers are due in response to this RFO.
