Investigation into Verizon’s Plans to Change from Copper to Fiber Optic Infrastructure

The D.C. Public Service Commission (PSC) has docketed Formal Case No. 1102 to investigate complaints from District consumers about how Verizon provides telephone service for its District customers. Specifically, consumers have questioned how Verizon is making changes to the technology it uses, such as replacing old “twisted pair” copper wiring with new digital electronic fiber optic cables to provide basic telephone service.

Fiber optic cables may be used to provide advanced services such as FiOS TV, Internet and phone service. But service provided over “fiber” does not require consumers switch their service plan. A listing of the complaints, found in the PSC order, are available on the Public Service Commission’s website at www.dcpsc.org.

OPC has also received complaints from consumers regarding how Verizon has used this transition process to make changes in their service plan, which can affect their monthly bill. OPC encourages all consumers who believe this issue affects them to submit their concerns to OPC or to the PSC.
