There are not enough police officers working for the District to police all of the serious crimes. If they can give fines for littering while on patrol, great. If they can police and fine pedestrians for littering, great too. There are ‘the laws of the District’ then there are the laws that can be enforced. After the drug crimes and violent crimes are ended in the District, I will expect MPD to aggressively enforce littering violations. At this point, is seems this law could be used to stop suspected drug cars and inspect them. (There is a needed link between stopping and reasonable cause of drug activity.)
That being said, I am disappointed by the students attending Dunbar Senior High School. Rather, not all, but some of the students that walk down 3rd Street. One could assume that certain students live in a pigsty given their behavior and littering. These individuals go beyond lazy. Dunbar High could very well be an excellent institution, but if one views the behavior of select number of students they would see it as a failed institution that can’t even prevent littering and laziness.
