I noticed this DCRA building permit for 210 P Street NW (from data.dc.gov). -The conversion of this single family dwelling (SFD) to a four-unit apartment building would appear to be as a matter-of-right. Note that under R-4, each dwelling unit must be accommodated by 900 square feet, so if the lot size exceeds 3,600 square feet, the lot can be converted to a four-unit building.

Don’t see how they could possibly get four units in there. I find it a bit concerning.
