Commissioner Robinson-Paul Moving to Rescind BACA Supported Parking Lot Resolution

Friends and Neighbors:

As you will recall, the Bates Area Civic Association, at I believe it’s October 2013 meeting, voted 33-0 to adopt a resolution calling on the city to require the removal of the illegally constructed black top parking lot at CAPCS and/or to take other appropriate remedial measures. That resolution, with a few of us present to witness it, was adopted by ANC 5E at it’s November meeting. All commissioners present, including Commissioner Teri Janine Quinn who represents the northern part of the Bates Area, voted in favor of the resolution except Commissioner Debbie Smith-Stiener and our own Commissioner Joyce Robinson-Paul. I was just informed that Commissioner Robinson-Paul, without any input from B.A.C.A. or any vote from Single Member District 5E05, of the southern half of the Bates Area is a part, is moving this month to have ANC 5E rescind that resolution. Attached is the agenda for the ANC meeting on January 21st. Please note that the rescission action is the last item in Part IV of the agenda and it’s there at the request of Commissioner Robinson-Paul.

Once again, our commissioner is acting on her own volition in direct conflict with the will of the constituents she was elected to represent. This needs to be posted on both the BACA and HACA blogs and we, as a community, need to turn out in great numbers at the ANC 5E meeting on January 21st so that our voices will be heard and not subverted by our elected representative. It’s one thing for an elected representative to disagree with the majority of her constituents. That will happen from time to time. It’s another thing altogether when an elected representative uses the weight of her office to try to undue the efforts and incentives of her constituents.

  2. Bradley, if you choose to run again I will totally volunteer for your campaign. Yes, your jokes are corny and you talk too long, but you did represent us and actively acted in the best interest of a majority of those who live here (NOT the commuters).
    Bradley, I miss your leadership take us back!

  3. I live by the principle of “Love thy neighbor as thyself”. If you have a complaint against a neighbor, why not speak directly to them and try to solve any issues. There has been 10 Single Member District meetings in 2013 to facilitate issues including parking. 33 BACA residents voting does not constitute the majority of this neighborhood. BACA never let the Civic Association, where CAPCS is located see this resolution. which asked CAPCS to pay $4,000 a day until they return this site to a athletic field. For the whole year, so many residents have complained about the parking nightmare in this neighborhood and many residents are happy to have a meeting space with a place to park.. Also the church is utilized by many residents and some have joined. This issue has been corrected at a large cost to CAPCS. Many neighbors are willing to move on to positive issues in this neighborhood,. which is why I am asking that the 5E resolution be rescinded. Bradley, give me the opportunity to make a difference without continuing these fights one after another. I won the election and you demanded a recount with the Bd of Election, where I asked you if we could work together to make our neighborhood a great place to live, work and play. Great Leaders have made so many sacrifices for our country and city, the least we can do is Love thy neighbor as thyself.

Commissioner Joyce Robinson-Paul, I think to develop a “plan of correction” it is essential to see the DDOE report that addressees the environmental actions required to address the concerns of flooding, air pollution, water run off, permeable surface and Zoning permits for the number of permissible spots. I have met with Mr. Amos and he’s willing to meet with the community to address a plan of correction in accordance to regulatory requirements.

      1. My request to rescind is based on your two meetings and my meetings with Mr. Amos
        that appears to have addressed a “plan of correction” with our local government. The ANC’s under the home rule charter are given great weight, however it is too bad they have to be brought into this mess. I have attended several of the BACA meetings where, there was a lot of disrespect, screaming was asked when is the CAPCS school closing and the church leaving the area. To continue this hate fest from BACA is non productive and certainly not bringing the cohesiveness of a real community. When I requested that you give my other 2,000 constituents a chance to weigh in on this resolution, you agreed. I was shocked when you moved forward to get an ANC5E vote on the resolution in October. This resolution should be rescinded, it does not represent my single member district residents and my request will go forth expeditiously today.

  4. I’m glad to hear the move to rescind the resolution failed. It is still shocking to me that our own representative has been working proactively against her own constituents, and hope Commissioner Robinson Paul will start listening to the voice of the community- i really would love nothing more than her support and leadership on this matter. It was nice to see Mr. Amos visit the BACA meeting yesterday, but it doesn’t undo the damage the parking lot itself, and our complacency for illegal development has and will have on this community. Our commissioner standing for unethical developer behavior, and protecting Mr. Amos at the cost of her constituents is incomprehensible to me. Commissioner Paul, I do so hope you will get behind your constituents on this, and help us uphold justice in our community. A developer, illegally paving over what was once green-space in our community is not acceptable… it wouldn’t be acceptable in Georgetown, it wouldn’t be acceptable in Dupont and it shouldn’t be acceptable in Shaw. I have no problem with Mr. Amos, CAPS, the Baptist Church or anyone else who wants to play by the rules, engage with and better our community. I hope our commissioner will change her tune, and help lead the charge to hold Mr. Amos and CAPS accountable, and help us move forward in a positive way once this issue has been resolved.
